This article discusses the issues on the relationship between legal incentives and legal restrictions. The author concludes that the labour law incentives and the labour rights restrictions relate to each other and thereby create and maintain the balance in the legal regulation. The balance between the labour law incentives and the labour rights restrictions should be achieved with the help of stabilized unity and interpenetration in the legal regulation.
