The article is devoted to the study of the role of development strongholds as a tool for spatial organization of nonurbanized territories of Russia. The work considers the theoretical foundations of the concept of development strongholds, including classical theories of spatial development and their modern adaptations. Particular attention is paid to the methodology of forming development strongholds, including diagnostics of territorial potential, models of spatial organization and management mechanisms. Based on the Russian experience, key problems of implementing development strongholds are identified, including the inadequacy of the regulatory framework, personnel shortage, etc. A set of measures for the development of development strongholds is proposed, including regulatory framework, financial mechanisms, personnel policy, technological modernization, and the involvement of local communities. The work is valuable for researchers dealing with regional economics, as well as for practitioners involved in the development and implementation of spatial development strategies.
