Determination of price adjustments of lands for personal subsidiary plots based on the cadastral division and territorial zoning

The article deals with the issue of determining amendments to the cost of land plots, when determining their prices using a comparative approach, making a map of zones with the corresponding values of adjustments based on the documentation of territorial planning and cadastral division of the settlement. The method of the ratio of cadastral values is one of the methods of determining adjustments for undeveloped real estate markets. A map of zones reflecting the change in adjustments for the location of land plots was made for the city of Tot’ma, Vologda region, whose real estate market is insufficiently developed. The coefficient of change in the value of land depending on the location of the plot was determined based on the data on the cadastral value of 125 land plots with the type of permitted use of «personal subsidiary plot» located on 48% of the city’s territory. According to the calculated coefficients, taking into account territorial zoning (red lines and boundaries of the territorial zones for individual and low-rise residential development) and cadastral division (land plots and cadastral blocks), the boundaries of five zones were established with their characteristic adjustment to the cost of land plots for location: 1.00; 0.87; 0.75; 0.62 and 0.50.
