Finding priorities for the state policy on the development of physical education and sports considering financial risks

Understanding the economic burden and consequences of low physical activity of the population helps define priorities for the state policy on the development of physical education and sports. The level of prevalence of physical education and sports among the population can be used as an integral indicator to measure the efficiency of the state policy in the field of physical training and sports. Russian regions are differentiated according to related indicators of the social and economic development of the sector under review. The research identifies the following risks of financial security in this regard: a decrease in effective demand of the population for physical training and sports services and a fiscal deficit of the constituent entities of the Russian Federation. The author substantiates the areas for financial security and infrastructure improvement: investment support through the implementation of projects under concession agreements and public-private partnerships; balanced regional development of physical education and sports in priority regions considering resources, population needs, and developmental status of different kinds of sports in Russian constituent entities; development of cost-effective infrastructure.
