Valuation agreement and part of the state in regulation of the license of exchange

The author considers the current status and trends of global and domestic trade licenses. Attention is drawn to the low level of management and low efficiency of the competitive advantages of intellectual property for the purpose of modernizing the Russian economy, including through domestic and international trade licenses. Invited to set up a national innovation system (NIS Russia), focused on the commercialization of intellectual property, which should be a subsystem of the system of intellectual property management.
