According to modern ideas about design activities, the decisions made at the pre-design stage have the greatest impact on the main characteristics of the future object. The main parameters of projects for the reconstruction of underwater crossings of main pipelines are initially determined at the stage of forming projects into programs. The economic efficiency of the program depends on the correct definition of the main parameters affecting the technical usefulness of projects. One of the ways to optimize the mechanism for the formation of programs and portfolios of trunk pipeline projects is to choose the best alternative for the implementation of the project by using well-known methods of organizational and managerial decisions. Analysis of the existing methods and conditions of construction showed the possibility of using the principles of mathematical expectation or the average value for choosing the optimal option, depending on the knowledge of key parameters - the levels of technological complexity of the construction site. At the same time, the composition of alternatives corresponds to the options for implementing the project using various construction methods, and the estimated indicator is the minimum cost of the project.
