Optimization of the national system of identification and support of gifted and talented youth in Russia

The relevance of this article lies in the need to improve the system of identification and support for gifted and talented young people within the framework of a scientifically sound psychological approach. Thus, the purpose of the article is to substantiate the optimal mechanisms of improvement of the System with the consequent development of an optimized System, its model and organizational structure. The novelty of the work consists in the development of the optimized existing System of identification and support of gifted and talented youth, the optimized model of the System, the organizational structure of the System. Establishment of new tools for identification and selection criteria for gifted youth. Introduction of unified standards of education, creation of a specialized state center providing educational services, improvement of the system management process at the federal level by organizing a new state department under the Ministry of Education of Russia. The article analyzes the problem mechanisms of the System, in particular: identification tools and selection criteria, the lack of uniform standards of education, the absence of a specialized public institution that provides targeted support in the development of gifted and talented young people, unproductive management at the federal level. The ways of their optimization are justified: the use of a new tool is proposed: All-Russian testing for the definition of talent (taking into account the received modern results of scientific research in the field of psychology, pedagogy, neurobiological sciences), the development of unified standards of education is proposed, the creation of a new state strategic center for the development of gifted youth is proposed, providing targeted support in the development of gifted and talented youth. It is proposed to create a new department, the activity of which is aimed at managing issues in the field of gifted and talented young people in Russia at the federal level. Taking into account the introduction of optimization of problem mechanisms of the nationwide system of identification and support of gifted and talented young people of Russia, the following have been visualized: organizational structure of the System, the All-Russian model of identification and support of gifted and talented young people, the national system of identification and support of gifted and talented young people of Russia.
