Optimization of the processes of rapid response of the forces and means of the Ministry of Emergency Situations of Russia for emergencies with the use of methods of operations research

The reserves and capabilities of modern socio-economic mechanisms for improving the safety of potentially hazardous facilities are not fully used (declaration of safety, licensing of activities for their operation, liability insurance for harm to citizens, state expertise in the field of protection of the population and territories). There are shortcomings in the practice of responding to emerging emergencies, making managerial decisions to protect the population and territories, organizing emergency rescue and other urgent work in emergency situations. When organizing work on emergency response in the Russian Federation, coordinating the actions of the forces of the functional and territorial subsystems of the Emergency Situations Ministry by structural units of the central office, institutions and organizations of the Ministry of Emergency Situations of the Russian Federation central subordination, in accordance with the areas of activity, tasks are solved using methods of operations research.
