Optimization of development of administrative regulation of municipal services

The efficiency of government activities is determined in many respects by the quality of the municipal services rendered to the population. It depends greatly upon the quality of administrative regulation development. It is shown that presently the administrative regulations are not able to provide to the full extent the effective implementation of the necessary sequence of all the procedures. By case study of the particular administrative regulation the authors review the difficulties the developers of regulations run into. The paper describes divergences with the requirements to the administrative regulations. The possible ways of resolution of the identified challenges are suggested.
