Experience in implementing the concept of a smart city in the territory of the Russian Federation

The main priority of the federal political policy in Russia is the formation of the digital economy. Due to significant disproportions in the socio-economic development of the regions, the implementation of this program throughout the country is difficult. At this stage, it is advisable to consider “points of growth” in which advanced information and communication technologies and “intellectual capital” are concentrated. These points are innovative projects to implement the concept of "smart city", implemented in various regions of the country. The work addresses the following tasks: the concept of “smart city” and key elements of the “smart city” concept are considered, a description of the smart city organization project in the Academic micro district of Yekaterinburg is given, the pain points and prospects of smart cities in Russia are described. The choice of methodology is due to the interdisciplinary nature of the work and includes neo-institutionalism, analysis of statistical data, as well as research data in various fields of knowledge devoted to the problem of smart cities.
