Experience in implementing public-private partnership projects abroad and possibilities of its use in Russia

This study provides a detailed examination of foreign experience in public-private partnership (PPP), which can be adapted to Russian realities, taking into account national characteristics and conditions of geopolitical turbulence. The review covers the implementation of PPP mechanisms in various countries, such as the UK, Germany and Australia, emphasizing the key principles and models of interaction between the public and private sectors. Particular attention is paid to practices that allow successfully coping with the challenges facing the economy and society. The methodological apparatus of the study includes synergetic and systemic approaches, which allows for a deeper understanding of the dynamics of interaction between the parties. Comparative and descriptive methods of analysis of previously published scientific papers are also used, which ensures the versatility and completeness of the study. The results of the study emphasize the importance of public-private partnership (PPP) as an effective tool for improving public policy, and can also form the basis for developing recommendations for optimizing PPP in Russia, taking into account modern challenges. However, for the successful functioning of this mechanism, it is necessary to create favorable conditions for interaction between the state and the private sector, as well as improve the legal framework and mechanisms for regulating such relations. The use of PPP will attract private investment in infrastructure projects, increase the effectiveness of government programs and initiatives, and reduce bureaucratic obstacles and improve the transparency of government bodies. Consequently, the study of foreign experience in implementing PPP and its adaptation to Russian realities is a very relevant topic that requires further analysis and development to achieve an effective partnership between the state and business in our country.
