In the article the experience of reforming the municipal cultural institutions in the Republic of Buryatia is considered, it is based on a neo-liberal model of the brunch functioning and on experience of the cultural policy of liberal-democratic countries. Besides, the authors analyze the results of the sociological survey «Actual problems of reforming».
