The experience of the Russian empire's ruling border regions (on the example of the institute of "pristavs" in Kazakh junior horde under Khan Sergazy)

The article is based on archival sources and devoted to the invention of the institute of pristavs under Khan of the Junior horde in the 1820th. The author compares this institute with the similar institutes in the North Caucasus, North Caspian (Kalmyki), and the territory of the Steppe, and came to the conclusion that this institute remained an uncompleted form of administrative-bureaucratic rule at the borders of the Empire. The article also contains an analysis of the instructions prepared for the pristav, and of the debate between Orenburg military Governor P. K. Essen and the Chairman of the Orenburg border Commission V. F. Timkovski during the elaboration of this document. The author presents the newly established biographical data about the pristav P. Karsakov.
