The article is devoted to the role Orenburg and Samara (since 1865 - Orenburg) general-governorships in administrative developing of the extensive south-east region of Russian empire which included Southern Ural and Kazakhstan, and its significance for intrusion of the Russian military expeditions into Central Asia.
