The relevance of the problem raised derives not only from the scientific and theoretical and applied significance of the issues of information and psychological warfare terrorist manifestations, but also the increasing severity of the problems associated with the influence of modern terrorism, not only in the internal and external political activities of individual states, but also in the system of international security generally. Down in the modern world the situation is complicated by the fact that in a globalized international terrorist challenges pose threats not only to individual sovereign states, but also calls into question the effectiveness of various security systems, including international ones. After all, the degree of security in the modern world to a certain extent does not depend on the number of weapons of mass destruction and nuclear capabilities available in service with the armed forces of the state, and on the willingness of timely and adequately respond to the newly created threats. Technologies of information and psychological manipulation in the modern world can be used for the benefit of certain criminal individuals, criminal groups and states use terrorist threats in foreign policy to solve their problems at the expense of the interests of other actors of the international community. This trend can be seen clearly in the evolution of the various forms of terrorism, which are much more manifest information and psychological component. Due to the fact that having a true understanding of the behavioral aspects of terrorist activities, it is possible to effectively combat them by exposing their sensitive areas, information-psychological aspect of modern terrorism and combating it is of particular importance.
