This article considers existing problems in Russian recreation clusters. The necessity to change the approach to marketing of recreation business is proved in view of the limited domestic practical experience in this field. The author proposes an economic-organizing mechanism of formation with the aim of the efficient functioning of the innovative recreation clusters and for the commercialization increase in tourism. Particular examples are the Crimea and Sevastopol.
