Organization of economic cooperation of stakeholders within the framework of the implementation of the initiative budgeting program

The state authorities of the Russian Federation are the centers of responsibility, managing the development and accessibility of the socio-economic sphere and socio-political life of the country. Public administration combines individual elements into a structured mechanism that allows solving issues of organizing local self-government in the Russian Federation. The peculiarity of the existing management is that the Russian Federation occupies a significant area, and it follows that it is necessary to take into account and provide equal opportunities for government authorities to perform work, even in remote settlements. It can also be noted that there is a need to provide general access for the population to participate in the development of the socio-economic sphere and socio-political life of the country. An important aspect in this area is the organization of a mechanism for effective interaction between government authorities, non-profit organizations and the public in the above-mentioned areas. The article focuses on the main aspects of interaction between the population as an internal stakeholder and non-profit organizations, public authorities, which, using proactive budgeting, jointly resolve issues of territory improvement. Special attention in the process of this interaction is paid to the emerging problems of landscaping, namely: the improvement of roads, sidewalks, other transport facilities, outdoor lighting, repair and arrangement of facilities for mass recreation and public, cultural events, playgrounds, physical education and sports facilities, as well as other issues relevant to the authority local government bodies. The author proved the effectiveness of the interaction of the designated stakeholders in terms of landscaping through the use of proactive budgeting.
