Organization of paid public lectures in Krasnoyarsk region in the early 40-ies of the twentieth century

The article purpose is the research of procedures for granting paid ser-vices by the state. On October, 2, in 1940 paid training entered the USSR. The payment for public lectures had been established even earlier. The ticket for a lecture cost 50 kopeks. Krasnoyarsk regional committee of party orga-nized on December 28-30, 1940 the meeting of lecturers. Krasnoyarsk city town committee of All-Union Communist Party (bolsheviks) conducted lec-ture work best of all. The secretary Moiseev told that 202 paid lectures had been given. The plan of lecture work for a month was made. 1000 of invita-tion cards and 200 copies of posters were printed. The announcement of the lecture was published in the newspaper “Krasnoyarsky rabochy” and by lo-cal radio. Lectures were attended by few listeners. The secretary suggested choosing more interesting subjects. In Krasnoyarsk in 1940 1 686 lectures were given at which 114 900 people were present. Most of lectures were on international policy (585), then on history of All-Union Communist Party (bolsheviks) (320), the works of classics of Marxism-Leninism (116) and phi-losophies (120). On the history of the USSR 125 lectures were given, 261 lec-tures were about science-popular subjects, antireligious sphere were the top-ic of 71 lectures. Among other subjects the lectures on "New political struc-ture in Japan", "Richness of our edge", "Air war between Germany and France" were given. In Chernogorsk 600 people came to the lecture "About love in a family". In Krasnoyarsk region the army of propagandists was created. Among them there were regular lecturers and non-staff experts from different spheres of life. Many lecturers did not differ in theoretical preparation and negligently treated public activity. They bore to the popula-tion official policy of Communist party and the government, especially in the international sphere. Lecturers carried out the functions of communicators between the power and the population. Introduction of a payment for knowledge contradicted the Constitution of the USSR. It indicated the change of the political system in the country. The army of lecturers helped ruling elite to hide this event.
