The objective of the study is to show the role of local government bodies in the organization of gardening of an urban area in the conditions of the closed city. The research covers the period from the beginning of implemen- tation of the sixth five-year development plan of national economy (1956-1960) before end of a seven-year plan (1959-1965). In the study the process of formation of official and public bodies (the chief architect, the deputy commission on, institute of public architects, etc.), responsible for the organ-ization and control over conducting gardening works, and the same results of activity of specialized enterprises (forest department, a nursery forest, hothouse and greenhouse office, etc.) is considered being engaged in garden-ing of the built-up and again under construction territory of the city. Both planning process, and the results of implementation of plans for gardening, and also the activity of production structures are analyzed and the popula-tion involved in works on gardening is defined. Quantitative indices on planting of trees, bushes and flowers are given. The preservation of natural green and artificial plantings is studied from the point of view of progress and shortcomings. The tendencies to expansion of capacities of specialized enterprises, to improvement the quality of landing material, increase of pro-fessionalism and ensuring systematic care of green economy are revealed. In the study annual plans of improvement, reports on their execution, sup-porting reports of the commissions of city council, reports on the improve-ment and gardening, decisions of executive committee of the City Council and also other documents and materials of city council connected with the subject of the researches are taken from Zheleznogorsk (Krasnoyarsk-26) city archive, are used.
