The article deals with the organization of educational process in cadet school №1 in the first part of 19th century, formed by M.S. Permskiy, and the changes that he brought into the existing system of education and training of cadets. In the article a detailed analysis of 12-pointed system of estimation of knowledge and behavior of cadets, class division into levels and control over quality of teaching is presented.
