On the basis of declassified records of the regional archives, the article studies the problem of organization of health care in the occupied territory, which subsequently composed Kaluga, Bryansk and Smolensk regions of the RSFSR. The author introduces into scientific use the new data, describes the public policy and social services, the extreme situation in the field of health care of civilians, the place and role of Nazi power structures in the healthcare management.
