Organizational and financial mechanisms for ensuring the implementation of project financing in the management of solid municipal waste

The article discusses the formation of a new system to ensure the introduction of elements of project financing into the practice of financing the waste processing industry in accordance with the goals and objectives of the «garbage reform». Thus, the new reform on the management of production and consumption waste, which started on January 1, 2019, obliged all subjects of the Russian Federation to organize all the necessary conditions for a consistent transition to an improved waste management system. One of the most important moments of this reform was the development of the institute of regional operators, who now have to carry out their activities in accordance with the regional program for the treatment of MSW, as well as within the established territorial scheme. The need for financial support for the implementation of the federal projects «Integrated system of municipal waste management» and «Clean Country», included in the National Project «Ecology», is estimated to be about 430 billion rubles. At the same time, a significant part of financial resources should be used to finance investment costs. However, the existing demand will not be provided by the available guaranteed sources (public payments, environmental levy, budget funds). Therefore, it is necessary to attract extra-budgetary funding, as stated in all strategic documents on the development of the MSW management system, including at the regional level. The article substantiates the effectiveness of the proposed mechanism of functioning of the new MSW management system, namely: configuration of the main participants of the system and its hierarchical structure, taking into account all processes and interests of stakeholders.
