Organizational and methodological foundations of an interdepartmental mechanism to countering overtourism and turismophobia

The study identifies new approaches to the consideration of theoretical aspects of overtourism. The authors theoretically justify extended understanding of the essence of overtourism, which goes beyond its traditional consideration, including the stage of "mass tourism", preceding this phenomenon, and the period of manifestation of the "effect of excessive tourism". For the first time, the term "effect of excessive tourism" was introduced into scientific circulation. The author's vision of the essence of overtourism, which differs from its interpretation at the present time, is presented. Organizational and methodological foundations for the creation of an interdepartmental mechanism for the prevention and counteraction of overtourism and tourismophobia have been developed and proposed. The article presents a scheme of the genesis model of the "effect of excessive tourism", developed by the authors, taking into account the change in the attitude of the local population to tourists as the tourist flow increases according to the G. Doxey model. The institutional basis for the formation of an intersectoral mechanism for comprehensive counteraction and elimination of the negative consequences of overtourism and tourism phobia is determined, organizational and methodological recommendations of the tourist administration in this area are formulated.
