Institutional and legal framework development of resource potential of a tourist-recreational sphere of the Kaliningrad region

Analyzes the legal preconditions for the development of tourism and recreation in Kaliningrad region. Examined reporting materials for land development and industry. It is proved that when defining the resource potential of the field of quantitative and qualitative indicators presented in different sources, are not mapped. Is determined that recreation resources should be considered in a systemic unity with tourist resources, which will allow to obtain objective data about the emerging potential of the industry in the region. It is proposed to amend the legal base of development of sphere of tourism and recreation in Kaliningrad region, which enabled the growth of socio-economic indicators of development of the study area.
