Organizational and legal regulation construction business in the pre-war period Soviet state

After the October Revolution of 1917, the housing construction complex began to develop quite actively in the Soviet state. At the same time, priorities were determined from the political and ideological concept of Soviet power, in particular, we are talking about the nationalization of enterprises and other organizations that operated in the area under consideration. The article reveals the organizational and legal features of this economic direction of the Soviet state in the pre-war period (1917-1941). The relevant legal acts and scientific works on the stated issues are analyzed. It is noted that initially many administrative acts were issued (on the abolition of private ownership of real estate, etc.), and from the beginning of the 1920s. regulations began to be adopted, and by the mid-1930s. Quite stable legislation has developed, based on centralized management of the construction sector.
