This article analyzes methods for improving the organizational and legal mechanism for state regulation of regional development, proposed by Russian economists and public administration specialists. This organizational and economic mechanism removes barriers to regional socioeconomic growth and stimulates growth itself. This leads to a gradual bridging of the excessive gap in the level of socioeconomic development between different regions of the Russian Federation. The implementation of federal and regional infrastructure projects is examined. Specific examples of public-private partnerships in the Murmansk Region are analyzed. This article examines the main approaches and methods used to assess the readiness of the organizational and legal mechanism for state regulation of regional development. Key elements of change readiness analysis are highlighted, and recommendations for improving the formation of the organizational and legal mechanism for state regulation of regional development based on advanced approaches are offered. It is important to note that the transition to an organizational and legal mechanism for state regulation of regional development is not simple, and each level–federal, regional, and public-private partnership–must ensure its activities for the development of the region.
