Organizational and legal aspects of state policy in the field of artificial intelligence development

The work is devoted to the study of the development of the system of state regulation and policy in the field of artificial intelligence in the Russian Federation. The article discusses the reasons for the need to introduce government regulation in the fast-growing technological field of artificial intelligence, the relevance and importance of regulating relations arising in connection with the introduction of artificial intelligence into all spheres of human life, as well as the risks associated with the emergence of this advanced technology. The article discusses the main priorities, goals and objectives of state regulation of the field of artificial intelligence. The state's attention to this area at the highest level, the formation in the country of a coherent legal system in this area are of key importance to ensuring Russia's worthy place in the global scientific and technical communities. In Russia, as well as in the USA, China, the countries of the European Union, and South Korea, conceptual documents of strategic planning have been adopted, including the most important concepts and strategies, which set out the basic principles of a human-oriented approach, technological sovereignty, a risk-oriented, interdisciplinary approach, human control and not causing harm due to the functioning of software products or technical systems based on artificial intelligence. The article shows the opinions of scientists both on general aspects of the field of artificial intelligence and on the issue of its application in public administration. The author makes the conclusion about the current state of government regulation, and indicates state understanding of the harm of excessive regulation in the field of artificial intelligence, and the difficulties and further prospects for the development of regulation in this area.
