Organizational and technical support for the activities of the preliminary investigation bodies on the use of electronic document management in pre-trial proceedings

Modern realities and the rapid development of digital and information technologies used in almost every activity make it possible to conduct research on their introduction into the criminal procedural activities of the preliminary investigation bodies, in particular the use of electronic documents and electronic document management in the investigation of criminal cases. However, the current state of organizational and technical support of investigators (interrogators) does not allow the legislator to switch and fully use all the possibilities of electronic document management.In the article, the author sets the goal of considering the possibility of switching to electronic documentation of crime investigations using existing digital platforms that implement the functions of electronic document management. In accordance with this goal, the issue of digital equality of all participants in pre-trial proceedings when conducting an investigation in electronic format or with its partial application is investigated. According to the results of the study, the author substantiates the need for amendments and additions to the criminal procedure law based on the already existing positive examples of the use of electronic documents in the investigation and given in the text of this article.When writing the article, such research methods were used as a systematic analysis of scientific provisions and judicial practice, a logical method in identifying cause-and-effect relationships, theoretical and legal forecasting of further changes in legislation.
