The bodies of state powers as a subject of security and protection of the constitutional and legal guarantees of the right to freedom of conscience in the Russian Federation

Introduction: The author dwells on the problem of the development of the legislation of the right to freedom of conscience in the Russian Federation. Besides, the author propose to create complex legal regulation of the state-confessional relations and the need to create a uniform and coordinated bodies of state powers, which will be one of main subjects of the guaranteeing the right of the freedom of conscience. The author suggests different ideas for improving Russian legislation in this field thanks to analyze of the current legislation. Materials and methods: The use of a set of general scientific methods in the study: analysis and synthesis, observation, formal-logical, structural and systematic allowed us to identify the features in the activities of state bodies of the Russian Federation in the protection and protection of the right to freedom of conscience. The results of the study allowed to formulate proposals for the implementation of organizational and legal measures to improve the activities of state bodies of the Russian Federation for the protection and protection of the right to freedom of conscience. Findings and conclusions: the analysis of the legislation allows the author to propose the reform of the Federal Agency for Ethnic Affairs into a single federal Agency for Ethnic and Religious Affairs with the expansion of its functions. The author believes that the proposed recommendations will contribute to improving the effectiveness and strengthening the guarantees of the right to freedom of conscience in the Russian Federation.
