The bodies of local soviet power: the features of the change in status and legal status

The article examines the trends in the legal status of the Soviets as local authorities. The main milestones of the formation of the Soviets as a system of democracy from 1918 to the end of the 1930s are shown. The evolution is traced: from the Soviets of Workers', Soldiers' and Peasants' Deputies, with the deprivation of the electoral rights of a significant part of the population, to their transformation in the Soviets of Working People's Deputies based on the universal suffrage.
