The article discusses the impact of Federal law on the protection of religious beliefs and feelings of citizens from 30 June 2013 No. 136-FZ on the relations of believers and atheists in the contemporary Russian society. The feature of the current social situation is the focus of society on the religious feelings insult in the field of art. The law protected the sacred territory of the religious communities from provocations. The more provocation began to emerge in the space of the artistic life of society: in the exhibition halls, theatres, on the pages of magazines, etc. The given examples of religious conflicts caused by events in the art world, testify to the impossibility of regulating the ideological and artistic life of society by means of law. The state's attempt to legislatively remove religious symbolism from public life only pushes religious differences in the shadow area, hidden from public consciousness. Aggravated in this area controversy can sometimes manifest itself in the form of extremist and terrorist acts. The resolution of the contradiction seems to the author not in the field of law but in the field of public morality. There must be formed and introduced into the tradition the etiquette of social relationships among different groups of believers, and between believers and atheists. The possibility and necessity of symbolic public actions while interaction of different religions or believers with atheists will bring occasional conflicts from legal forms into the shapes of public morality, which have much greater room for manoeuver and resolve them in response cultural actions.
