Foundations and prospects of innovative education at the age of global turbulence

The task is to formulate ideas for development of Russian education in view of the global context of 21st century and future possibilities of radical transformation of social and political structure of the country. Main contemporary models of universities are examined: the bureaucratic model, university as a free collegial research community, and university as a complex organization with groups vying for influence, power, and appropriate channels for access to resources. The possibilities of their combination are demonstrated. Key aspects of educational development are considered: values of education, global context, objectives and functions, content, technologies, institutional aspect, finances, transition to the new model. The principle of value parity (the orientation of education to Personality, Society, and Culture) is conceptualized in the context of a rapidly globalizing, while keenly competitive, conflict and turbulent world. Ideas for each of the remaining aspects of Russian education development are the result of combining and consistent explication of these basic statements.
