Introduction: the article discusses the grounds, conditions and procedures for the introduction of a state of emergency, which are transformed as a result of events taking place in the world, require modernization and clarification. Materials and methods: the normative basis of the study is formed by the Constitution of the Russian Federation, the Federal Law "On the State of Emergency", the Federal Law "On Security", decrees of the Government of the Russian Federation, orders of the Government of the Russian Federation, special regulatory legal acts, international treaties, agreements. The methodological basis of the research was the general dialectical method of scientific cognition, which has a universal character, as well as methods of legal analysis of logical deduction, induction, cognitive methods and techniques of observation, comparison, analysis, generalization and description. The results of the study allowed us to identify individual provisions related to the consolidation and implementation of the grounds, conditions and procedures for the introduction of a state of emergency. The results of the study: allowed us to identify individual provisions relating to the grounds, conditions and procedures for the introduction of a state of emergency, which are being transformed as a result of events taking place in the world, require modernization and clarification, as well as principles, limits and restrictions. Findings and conclusions: During the analysis of problems, trends and prospects for the consolidation and implementation of the grounds, conditions and procedures for the introduction of a state of emergency, it was revealed that the state of emergency can be introduced not only as a result of open threats, but also hidden, including as a result of the actions of the authorities
