Innovation activity is an important driver of scientific and technological development and, first of all, its influence can be traced in the field of industry, as a fundamental direction of creating material goods and, therefore, satisfying human needs. It plays an even greater role in the context of small industrial enterprises, which, on the one hand, are more adaptable to constantly changing economic conditions and are more vulnerable to miscalculations and misjudgment of the market environment. With the development of electronic computing devices and communication means, a significant role in the modern economy began to be assigned to computer software, which become a competitive advantage in the implementation of innovative projects. In this regard, there is a need to determine the basic functional and technical requirements for the development of this kind of programs, which, accordingly, determines the purpose of this article, as a search for such aspects. Within the framework of this work, the innovation process is presented in the context of its key stages, according to which the main characteristics are highlighted that describe the functional requirements for the simulated information and analytical tools, as well as the main technical requirements for them.
