Main stages of the development of the patrol police in the Tyumen region in the second half of the XX century

At all times, public safety and the rule of law on the streets and public places worried the population of urban centers, this problem is especially acute at the junction of new conditions, in the Tyumen region this is a rapid economic development in the post-war period. In these conditions, the development of existing methods of law enforcement in the streets, as well as the creation of new types and structures while ensuring public order and security, have successfully resisted negative phenomena in public places of the regional center. In the article, the author reveals the main stages in the development of patrol services, from the fifties to the nineties of the last century. Using the example of events that took place in the Tyumen region, we analyze the effectiveness of individual ways to ensure law and order in the streets, parks, squares and other public places. A distinction is made between this period and the individual stages in the formation of the patrol service. The first stage is characterized by the question of ensuring order in public places in the dynamically developing region of the Soviet state. At the second stage, there is a search for the optimal system of public order protection, various methods of patrol service are being worked out. At the third stage, public order protection is isolated as a separate type of activity of the internal affairs bodies, militia units of the patrol and guard police are formed.
