The main stages of realization of the state housing policy in Russia today

The article defines the objective and major tasks for implementation of the state housing policy in our country. The basic functions of the state in shaping housing policy. The detailed analysis reflecting the main characteristics of the seven major steps for implementation of the state housing policy in Russia, among which are: First stage: 1991-1993. Main tasks - creation of urban housing Fund, privatization of residential property and the elimination of restrictions on private property. Stage two: 1994-1996. A change in the system of payment for housing and communal services, became widespread, targeted program grants distributed functions among contractors and customers service funds housing, held tenders for its maintenance; organized the first homeowners Association (HOA), etc. the Third stage: 1997-1998. 28.04.1997 G. approved the "Concept of reform of housing and communal services in the Russian Federation".
