Key steps towards improving the center for situation analysis, coordination and planning in the context of building up an orbital constellation

The existing scientific and engineering capabilities and the rapid progress of rocket and space technology will it make possible, before long, to begin mass production of small spacecraft carrying out a wide range of tasks, which places new demands on the promptness and quality of planning the use of the Ground Computerized Control System (GCCS) facilities and coordination of their use in controlling the ever expanding Orbital Constellation (OC) of spacecraft belonging to the State Corporation Roskosmos. Based on the analysis of the SC missions specifics and the growth of the number of OCs over the next few years the major directions were determined for the development of the Center for Situation Analysis, Coordination and Planning (CSACP) as regards the application of advanced technologies for planning the use of GCCS facilities and improving their methodology and software in order to achieve the required efficiency of the CSACP operation. The feasibility of practical use of technologies and approaches described in this paper was proven with specially developed software which is to be incorporated into the upgraded CSACP. Implementation of these proposals will make it possible to assure a faster growth of CSACP and to improve promptness and quality of the decisions that are made when arranging the use of GCCS facilities for the purposes of providing a reliable and competent control for the prospective OC of spacecraft belonging to the State Corporation Roskosmos, as well as carrying out the obligations under the programs of international cooperation and private business activities.
