The main directions of economic policy of the government and the formation of a mobilization model, 1914-1917

Introduction. For the first time in the historiography the author examines the whole array of legal acts in the sphere of regulation of the economy during the First World War. The purpose of the article is to recreate the military-mobilization economic model and determine the features of managing the national economy. Materials and Methods. Non-standard approaches to the material under study shaped the scientific novelty of the results. Attitude to the legal acts as to mass source but not as a unique document allowed to avoid descriptiveness in analyzing the features of managing the economy in extreme circulations. Statistical processing of the sources lets the author determine the main directions of economic regulation during the war, show the priority directions of domestic policy of the Government over the years, and establish the level of decision-making. Results. The results of statistical processing of the sources are presented in the form of graphs, showing the main directions of state regulation, the level of decision-making, as well as the role of executive bodies in the management of the national economy during the war years. Discussion and Conclusions. The years of 1914-1917 in the Russian economic history were characterized by rein-forcement of state regulation of the national economy. Situational crisis management was created in Russia. The first signs of the formation of the military-mobilization economy found itself as early as 1915. With the advent of the Provisional Government in March 1917, this process significantly strengthened, and by October 1917 the model they had created acquired clear outlines. Its essence came down to the centralization of vital resources in the hands of the state through the formation of special supervisory bodies, as well as the replacement of the market economy by the distribution system.
