Main areas of development of innovative management in the south of Russia

The paper briefly examines the areas of innovative management in the south of Russia, namely the creation of an innovative infrastructure, stimulation of innovation in the agro-industrial sector, oil and gas sector and tourism. The main problems of innovation management are systematized using the example of the south of Russia, including the low quality of planning, the lack of significant resources to stimulate innovative growth, and others. From the point of view of management as a management process, the unsatisfactory quality of the formed information and analytical framework, which is used to track the implementation of decisions by regional authorities, is highlighted. The dynamics of individual indicators is considered, including the implementation of the set target coefficients regarding innovative development, investment. The reasons for the unsatisfactory level of implementation of the plan to stimulate the innovative development of the region are indicated. The data of the intensity of the activity of individual organizations, which are an element of the state infrastructure of innovative development of the south of Russia, have been studied. The dynamics of the issued patents for inventions and utility models is considered and the actual values are compared with those displayed in the Strategy of socio-economic development on the example of the Astrakhan region. The ways of leveling the existing imbalances in order to achieve better results and more complete disclosure of the existing financial and economic potential of the south of Russia are indicated
