The main areas of development of material and technical base of higher schools in Russia in the 1990's

The article deals with the financing of the higher education system in Russia. The economic instability affected the state and the development of the material and technical base of the educational institutions. The development rate of the material base of the educational establishments was holding back due to the insufficiency of the budget financing. It was necessary to find the additional funds for defrayal of educational expenses (purchase of equipment, utility’s costs). Attraction of the non-budget means supported the development of the educational institutions. The created model of economic relations of the 1990-s didn’t correspond with the new economic conditions in the education. Thus, the modernization of the economic relations system in the education should encourage the improvement of its financial and economic mechanism.
