The basic areas of improvement of the state policy on the development management in the Russian northern regions

The relevance of the study is explained by the growing prospects for the improvement of the circumpolar development model of the Russian northern regions. The novelty is determined by the need to create and implement the effective mechanisms of public administration in the North of Russia for the successful development of territories and population. The research summarizes and analyzes the problems, trends and capacity of the public administration system in the northern Russia. Besides, it considers the main dominants and determinants of public policy in the northern regions. In addition, the study analyzes the objectives, conceptual areas, priorities of, approaches to and factors in the successful implementation of the state policy on the social and political development of the regions under review. In conclusion, a promising model of the management system is described, and an algorithm for the improvement of institutions of democracy and civil society in the North of Russia is proposed as well.
