The main organizational and legal problems of the development of state aviation supervision and flight safety control in Russia at the present time

In the conditions of increasing the volume of civil and cargo air transportation, the issues related to the organizational and legal problems of state aviation supervision and flight safety control in modern Russia become particularly relevant. The study of these problems suggests that in Russia, based on taking into account domestic historical experience, effective and positive world examples, a separate department, independent of aviation departments should be determined or established; this department can be responsible for ensuring flight safety in the country, control over compliance with air laws and global legal and technical standards. Such a department could also organize investigations of accidents at all levels and, in order to improve flight safety, it could develop specific recommendations and suggestions.
