The article is devoted to the urgent problem of restoring the full-fledged reproduction process of spheres and enterprises of the agro-industrial complex of the regions of the North. To achieve this goal, a large-scale financial and economic analysis was carried out, characterizing the weak technical and economic state of the agro-industrial complex of the regions of the North. The latter, revealing the cause-and-effect relationships of inter-sectoral management, which more clearly demonstrate the narrowed appearance of the reproduction of the agro-industrial complex of the regions of the North and their inefficient appearance of cluster behavior. The main emphasis in the work is made on the selection of positive factors and the necessary conditions for the transition to sustainable reproduction of the agro-industrial complex of the regions of the North, improving their main parameters of economic activity. The main goal of the study is to apply effective methods and mechanisms for the formation of sustainable reproduction of spheres and enterprises of the agro-industrial complex of the regions of the North - to improve their conditions and connections in cluster behavior. An important role in achieving this goal is to develop a long-term concept for the executive and municipal authorities of all regions of the North, the formation of their systematic interaction with financial institutions, science and sectoral ministries in order to develop rural areas. Of particular importance is the improvement of stakeholder relations - strengthening the ties of the agro-industrial complex of the regions of the North with partners, suppliers, consumers, as well as with government agencies.
