Main indicators of public finance of the Rostov region at the present stage

The article establishes the main trends in public finances of the Rostov region: indicators of income and expenditure of the regional budget are identified, indicators of the dynamics of its deficit for the period 2021-2023 are established. The indicators of transfers allocated to municipalities of the Rostov region from the state budget of the region in order to equalize socio-economic imbalances have been calculated. The main factors have been identified that have both a positive and negative impact on the public finances of the analyzed region, in particular the trend that is emerging from 2023 is an increase in public debt and, accordingly, the costs of servicing it. The continuation of this trend in the medium and long term provokes a decrease in government spending in the Rostov region for the maintenance of housing, communal and road transport infrastructure, the development of regional education and healthcare systems, and the equalization of socio-economic imbalances in the development of municipalities in the region. Over the period 2022-2023, various healthcare institutions in the region that had municipal status came under the jurisdiction of the Rostov region, which led to a change in the format of financing their activities; Also, municipalities of the Russian Federation, in gneral, and the Rostov region, in particular, provide various public services of the Russian Federation and the Rostov region to citizens (through multifunctional centers), which determines the financial support of these powers from the funds of the corresponding state budgets: federal and regional. The results of the study can be used by state authorities of the constituent entities of the Russian Federation and local governments in developing the main directions of financial policy at the regional and municipal levels.
