Basic premises and trends CATF GK "Rosatom"

This article discusses the reasons for the creation of CATF GK Rosatom. The main features of these local areas as high-tech zones, where enterprises focused on the production of high-tech products are located, built into a single high-tech chain for the production of world - class innovative products - "research - production-creation of special equipment." In addition, CATF have a high scientific, human potential, high scientific, technical and innovative activity, high level of investment, improved social conditions and modern urban environment, as well as using new forms of organization of territory management. This article argues that the local territorial entity (CATF GK "Rosatom" and science cities), is a globally competitive, fast-growing agglomeration with a strong focus and extreme concentration of research, development and production. In the existing paradigm of development, CATF together with Rosatom and regional authorities there is a task - to form an updated strategy for the development of territories using the principles of smart specialization as "centers of excellence", including a model of scientific and technological leadership of the territory and consisting of the centers of scientific and technological leadership( superiority), the development of scientific and technological entrepreneurship, staffing of scientific and technological leadership, the formation of a favorable socio-cultural environment and the formation of a favorable environment for attracting foreign investment...
