The foundations of balanced socio-economic development of the territories of arctic zone of the Russian Federation

The article discusses the foundations of the balanced socio-economic development of Arctic Zone of the Russian Federation (AZRF). They are based on the uniqueness of macroregion in the framework of certain natural factors, peculiarities of management, importance in providing strategic national interests of the country in the sphere of economics, infrastructure, transport and security. The role of main indicators and threshold values for the analyses of economics and social sphere as an instrument for system analysis and prediction of socio-economic development of the Arctic is considered. The article argues a new scheme and principles of the management of budget by indicators of the economic development of regions of AZRF, the quality of level, debt load of the budgets. The authors suggest the scheme of project-budget management of financial resources of AZRF.
