The main problems of the fight against terrorism at the present stage

In the modern world the problem of terrorism is especially acute. This phenomenon, like any other, has its own history, background, causes, methods, legal and philosophical aspects. Without studying them one cannot develop effective modes of fight against terrorists. The article highlights the main stages of the emergence of such form of violence as terrorism, considers the premises of its spread in its own ideological framework, resulting in escalating from the regional to the international level. The author provides the legal assessment of such transformation processes.
