The article discusses the main problems of the development of small and medium-sized businesses associated with modern economic conditions. The ways of solving problems at the state level, taking into account the market realities of the development of the Russian economy, are also considered. Today, the problem of small business development is more relevant than ever for the Russian economy. This is due to several reasons: small enterprises can help solve difficulties with the restructuring of the economy, provide significant dynamics of economic growth, economically active employment of the population, high labor productivity, do not require large investments, contribute to the development of a competitive environment, ensure the formation of capacities in production and science. Due to the small scale, small enterprises are ready to respond more flexibly to changing economic and market conditions, as well as dynamic consumer demand. The degree of relevance of this topic has increased after the introduction of sanctions against Russia by Western countries. First of all, it can lead to a deterioration of business conditions, as well as to a slowdown in economic growth. The downward trend in the number of small and medium-sized enterprises in recent years has been mainly due to the coronavirus pandemic, which triggered the economic crisis, as well as the simultaneous strengthening of fiscal control. This position is clearly seen in the analysis of official statistics.
