Main trends and factors in the development of human capital in the Russian Federation at the present stage

The article analyzes the indicators of the dynamics of the gross domestic product of the Russian Federation, expenditures of the federal budget of the Russian Federation in the areas of human capital development, the share of expenditures of the federal budget of the Russian Federation in the areas of development of human capital in the GDP of the Russian Federation for the period 2020-2023. A discrepancy between funding indicators and United Nations recommendations was revealed. Organizational-economic and administrative-legal recommendations are substantiated to help eliminate imbalances in the financial support for the development of human capital in the Russian Federation, namely: the implementation of a legislative initiative on a fixed level of government spending in the Russian Federation to finance the development of human capital components at a level of at least 2,5 % of gross domestic product, with a similar fixation of the share of 0,5 % of GDP, provided at the expense of funds from other participants in the budget system of the Russian Federation, namely constituent entities of the Russian Federation and municipalities; ensuring the actual implementation of regulatory legal acts of the Russian Federation relating to bringing the remuneration of workers in the sphere of reproduction of human capital (education, healthcare, etc.) to the established indicators; reduction of the administrative burden on the above categories of employees, including through a radical reduction in reporting periods and forms, forms of completed documentation, etc. The results of the study can be used in the activities of government bodies of the Russian Federation, constituent entities of the Russian Federation, local governments in the development of projects and programs socio-economic development, preparation of draft budgets at all levels.
