A thorough analysis of statutory and legal acts regulating the work of various agencies and organizations ensuring antiterrorist safety of property and critical infrastructure, as well as a research of special scientific literature on the problem helped to identify the role executed by the regional subsystem in antiterrorist safety provision. Being a part of the unified antiterrorist state system, the regional subsystem, ensuring antiterrorist safety, is presented by a number of public and private agencies acting on the territory of Karelian Republic. Having highlighted significance of the role played by the non-departmental security forces, it was suggested to consider them a core element of the above-mentioned subsystem. Provision of property and antiterrorist safety is a complex, multilevel system consisting of a number of interdependent and interrelated components. Therefore, effective functioning of its regional subsystem should be based on the complex of principle provisions highlighted in the Concept ensuring property safety in the Republic of Karelia and in the law adopted by the Republic “On Basic Principles of Securing Property Safety in the Republic of Karelia”.
